These are the default limits for each publisher. They can be raised to fit your traffic, so tell your ZBD contact ahead of a launch, a tournament, or a big reward drop. A request over the limit returns 429. Back off and retry with the same Idempotency-Key. Sandbox allows higher limits on most calls, so a clean sandbox run doesn’t tell you how production will behave under load.
